In order to apply for an NIE number, you will need to present yourself at the Comisaría de Policia with the following documentation:
If the purpose of your application is in connection with a property purchase, you may be asked to produce a copy of the escritura or contract. If it is in connection with employment you may need to produce your offer of employment.
The actual rules as to what is required and the time that the application will take to process frequently changes! The requirements above are for applications in the south of Tenerife, in other areas the requirements may be different, such as requiring passport photos to be produced.

When you the documents are presented, one copy of the application form will be stamped and returned to you, which you will then present when subsequently collecting the certificate. this is normally one week later, but if we are dealing with it for you, we can normally obtain it the same day.
